“Romanian Office for Film and Cultural Investment announces a new call for projects as of April 2024″
ROMANIAN CASH REBATE
- 30% cash rebate on local eligible costs
- up to €10 mil per project
- min. local spend €100,000
Eligible projects:
- short, medium and long feature films
- series and mini-series
- documentaries
- animation films
Non eligible projects:
- soap operas
- sitcoms
- commercials
- videogames
Eligible expenses:
- payments made to Romanian companies
- payments made to local individuals
- payments made to foreign individuals if subject to withholding tax (16%, deductible in country of origin) in Romania
Non eligible expenses:
- payments incurred before the registration of the project
- payments to non local companies
- marketing costs
- VAT
- audit costs
Procedure:
- project is registered with the OFIC
- expenses will be eligible once the registration request is submitted
- eligibility certificate is issued
- prep has to start in 60 days from the certificate date
- shoot must start no later than 9 months from the certificate date
- local expenses need to be submitted monthly
- within 30 days of the the last shooting day in Romania updated script and budget need to be submitted
- financing agreement is delivered
- within 6 months of the financing agreement date, payment request based on an audit report needs to be submitted
- Film Commission will review the request and documents within 60 days
- payment is made in 120 days from the Film Commission’s approval
- projects needs to be publicly released in max 5 years from the first shoot day in Romania
- “Film made with the support of Romanian Government” needs to be mentioned on credits and all promotional materials
